(AP) — As the Department of Corrections confirmed plans Tuesday to privatize 20 work release centers across Florida, a separate proposal to outsource prison inmate health care services was the focus of a legal dispute in a Tallahassee courtroom. Meanwhile, Corrections spokeswoman Ann Howard said the 327 correctional officers employed at the work release facilities being privatized will be offered other prison jobs. A union leader, though, said that would be a hardship because many of the centers are far from prison facilities. "That's almost termination by economics," said Jeff Edmiston, coordinator of Teamster Local 2011, which represents correctional officers.The state will not necessarily save money by privatizing the work release centers, but it will help advance Gov. Rick Scott's goal of creating private sector jobs, Howard said.She said the department expects to request proposals from private firms by mid-July and complete the transition in the new calendar year. When privatization is complete, only one work release facility — the Sago Palm Re-entry Center in Palm Beach County — would remain under state operation. Teamster officials said they haven't yet decided what, if anything, they would do to oppose the work release privatization.

Having worked at a work release center, and seeing how the private ones do their jobs (Bridges of America), I can tell you this, might as well close them all if they want to do anything, because it will cost them MORE in the long run. WE will have to go and drug test them. WE will have to go and get them. WE will have to sort out their rosters and movements for them (nightmare in and of itself). WE will have to do mass searches. WE will have to do their lockups, and possibly have an 8-14 hour round trip to transport them. They just sit there and do nothing.

The teamsters won't let this happen. They are here to save us. Get it through your head. THEY aren't here to do anything. WE need to do it, whether its under the banner of the PBA, or the Teamsters, or the Cupcake Company, it makes no difference. When the state sees that 80% of the employees are NOT vocal in an organized way, they look at it as a green light to do what they want. We can complain as individuals, no matter how many of us are doing it, and they will NEVER care. Keep standing on the sidelines doing your Monday morning quarterback thing though. You look awesome waving your arms around. I happen to agree with you. The problem we had under PBA is we needed more numbers. That and when we had the numbers, they didn't care. The Teamsters are simply kicking open doors for US to go in and ACT. WE are doing things OURSELVES. But as Drauka said, The less members there is, the less they will listen to us. This has been proven time and time again with not only private sector jobs with union representation, but other city, county, state and federal agencies. WE NEED MEMBERS or they will simply play the old blind, def, and dumb man when the Teamsters kick open these doors for us. Think on how close the whole privatization fight we had was, and in some cases (work release centers as of now), still is.

The Teamsters are basically useless and let the contract get destroyed besides other failures. Anyone that says otherwise is living in fantasy land.
Special Compensatory Leave Changes effective July 1, 2012 Recent collective bargaining activity has focused on proposals to reduce the state’s special compensatory leave liability and effectively control leave accrual going forward. Changes to Security Services (Teamsters) and Professional Health Care Employees (FNA) collective bargaining contracts have impacted the earning and usage of Special Compensatory Leave Credits for holidays and office closures.
Special Compensatory Credits accrued on or after July 1, 2012, will be subject to “use it or lose it”, meaning they have no cash value.
There are two 6 month periods designated for earning and using Special Compensatory Leave Credits.
May 1* – October 31 November 1 – April 30
Any Special Compensatory Leave Credits earned during these periods must be used prior to the ending date or the leave will be lost. Employees will no longer be compensated for Special Compensatory Leave credits earned after July 1, 2012.
*Any Special Compensatory Leave Credits earned after July 1, 2012 must by used before October 31, 2012. (NOTE: Due to the effective date, this is not a full 6 month cycle, but only includes the 4th of July and Labor Day in this period)
As an example, any Special Comp earned on the 4th of July holiday or Labor Day (Sept 3rd) must be used prior to October 31st .
Special Compensatory Leave will be managed in the People First System utilizing two Special Compensatory Leave balances; Pre and Post 7/1/12 Special Compensatory Leave.
After the Post-7/1/12 Special Comp is used, employees must use all Pre-July 1, 2012 special compensatory leave prior to using annual leave or regular compensatory leave. Effective July 1, 2012, there no longer is a 240 balance retained before use of annual leave is allowed. Pre-July 1, 2012 leave must be reduced to zero before use of annual leave or regular compensatory leave is authorized. There no longer is an exemption for pre-approved leave.
For employees not covered by the contract, the Department will continue to require that all employees use special compensatory leave credits accrued on or after July 1, 2012, in lieu of annual or regular compensatory leave.
Payment for Post-7/1/12 Special Compensatory Leave
Effective July 1, 2012, the rate of pay in the People First System will default for processing special compensatory leave payments to the employee’s hourly regular rate of pay as of June 30. 2012. The rate of pay for Special Compensatory Leave Credits will be frozen as of June 30, 2012 and will not increase from this date forward.
Career Service employees whose respective 2011-2012 collective bargaining agreement imposed a 240-hour cap shall continue to be paid pursuant to current agency practice. The Department will continue to pay the Pre-7/1/12 Special Compensatory leave balances in accordance with the DMS rule (60L-34.0051) which allows payment for all unused special compensatory leave credits upon separation.

Contact your business agent and complain. You might be surprised that a training session can be accomplished within a very short time, and you to may be able to replace who you say is not doing anything. But as I have always said, YOU need to do SOMETHING, not just sit around and do NOTHING!

To answer Lawton, the Teamsters are useless because YOU are useless. lol - No they do appear to be mostly useless and clueless on top of that. When we get more than other state employees instead of taking the biggest cuts of all state agencies that just keep coming then they can be considered somewhat useful. All the Teamsters do is try to belittle anyone who tries to disagree with them or point out their shortcomings. The Teamsters have been useless plain and simple. Let me guess they will file another grievance - well at least that might work hopefully and not be a joke like the frivelous lawsuits they have filed so far on getting extra pay that was already litigated years ago just to try and fool people that they aren't as useless as they are.

The Teamsters will probably continue the Ra Ra stuff "you can do it" and anyone that questions ther Teamsters is the enemy to cover up their lack of having hardly any significant connections in the legislature which means hardly any power at all there. The reality is with our current legislature which doesn't appear on the brink of losing power this next election the Teamsters are enemy # 1 and nothing will be hardly done for anyone they represent on purpose. Bad situation but the truth for the next 2 years at least. At least PBA could play the game a little. All the Teamsters do is say they will sue or grieve over everything even if they know they didn't proactively stop the stuff usually in the first place. I still can't believe people fell for all that stuff those Teamsters reps were feeding them and they weren't even officers the ones mostly hanging around the lots.

Listen the Teamsters have done nothing and will continue to do nothing, they are not politically connected and like it are not our jobs/careers are political. PBA over the last several years has not been able to get us anything no fault of theirs it's just the economical climate as well as the fact that all counties with a correctional facility carried Rick Scott for Governor in the election. But at least with PBA we didn't lose anything. Where are the blue cards? Like it are not we need PBA in Florida the largest politically connected law enforcement/corrections bargaining agent in Florida. Teamsters what a joke!
