You are correct there are several questionable individuals who should not be working because of their behavior both on and off duty. Somewhere somehow we seem to have forgotten what honor means, what duty means, what it means doing things the right way. Too many seem to more interested in the upcoming party after shift or how to get so extra ..... on the side than pay attention to the job. Too many are lackadaisical about how to do the job. It seems to a game to some to mess with inmates or gee I do not have to count again. Pure laziness.
It makes me wonder how they are at home...how do they treat their families, do they yell at them? Do they threaten the helpless. Do they act stupid in public? You ask a question that many of us have asked for years. How we correct this ...I do not have the answer.
But know this...there are excellent staff out there, officers who do the job well and correctly. They are individuals who are hardworking with honor and courage. Those are the ones to look for and follow their example. I was taught well by my sergeants and captains, and it was their example I followed.

Perhaps we should put more ethics training into the program or stronger training during each year. Not really where the answers lay with this issue except to say that we need to get a serious handle on the problem of unethical staff.

trainning is not the answer. you can traing a monkey to dance but that does not mean it will be performing with the ballet troop soon.

there are a lot of fence sitters out there. if you make some examples of some key trouble makers the rest will sink or swim, cause many of them forget their training that's why you stay on top of 'em.
