At about the 14 minute mark, the DMS guy (STOP LICKING YOUR LIPS YOU CREEPY &*^%) says that the Teamsters are seeking a 3% increase for people with 0-3 years, a 5% increase for those with 4-6 years, and a 7% for those with 7+ years....so I think there's some behind the scenes lobbying going on that they aren't telling us about. Not sure if that's intended as a fallback in case HB289 fails or not, but if they're asking DMS for it during contract negotiations then I'm sure it's at least being referred to during lobbying. As an aside, the AFSCME judge was great, really liked his special comp argument (about 48:00 to 51:00). Mr. Johnson was succinct as always, he's definitely a pro at doing this sort of thing....but that's what 30+ years will do for you. Waving his arms around was a bit distracting, especially when he kept making claw-hands, but not so much so that his message was lost. Wish Mr. Silver would have spoke to the actual negotiations instead of doing whatever that appalling display was that he did...which came off as irritating, self indulgent, and irrelevant. Pretty much looked like he just stepped up to the mic to suck up, and if I think so I'm sure at least half the assembly thought so too. It's also obvious that Mrs. Horstein (sp?) is new at doing this sort of thing. She sounded overly rehearsed at the beginning and a few times throughout, and rushed, but her statements were basically ok and properly impassioned. Would have been even better if Mr Silver would have called in sick though. Starting to think some of you might have been right about him being more of a liability rather than the asset he seemed on paper....which sucks, I was hoping we'd at least have one definitive lobbying asset on our side. I just hope the other lobbyists are better at their jobs. Maybe Mr. Silver is better one-on-one, I doubt he could come off worse. Still hopefull. Still behind our CBA. We gotta dance with who brung us. At least the legislators seemed open to discussion, and somewhat concerned, based on the questions they were asking everyone...hopefully that's a good sign. Yes but it is the guys like Gaetz and Negron that get the final versions passed not things that are asked for in that bargaining meeting. It doesnt look good them just saying State LEO mostly now not mentioning Corrections. The Teamsters better stay on it because they never pass State Bargaining Contracts with those seniority bumps hardly ever - its done with the floor bills pushed by the top legislators. I would much rather get a raise plus extra for seniority than see the Teamsters fail as it might be another couple of years to get something for seniority as you know with this State.

Some good news it appears. Governor Scott is ticked that the House looks like they won't have his teacher $ 2,500 raise in its entirety from state money in there and will have raises for state employees instead of one time bonuses. Hopefully we can secure additional longevity raises in addition to the across the board raise state employees as a whole will get. I still think the across the board raise will be either 3% or 4%.

Oh you mean like when only the State Troopers got that raise. Oh that type of separation (split) like every other LEO. Man we were really enraged. Take your Teamster blinders off 7% ain't gonna fly. If your lucky you'll get a $1000 bonus, taxed like OT, like we did in 2007. We ain't never gonna get proper representation until we get proper participation and were not gonna get that until we get some concrete actions. The only reason that the state troopers have been getting pay raises is that they have been receiving roughly the same budget every year, but have been increasing their vacancies. Those vacant positions get split up among the current officers, getting them a so called raise, and is announced to the public as a raise. the state has not given them a "raise" in the same respect you think they have been.

I think the initial proposed budgets for the House and Senate will be out in the next week or so which will give us a preview of what the final budget may have in there for us.

That would be about a 4% + true raise for most of us. Not sure if the House is also going to propose seniority raises of 2-3% for CO's but the PBA is telling people they are confident the Senate is going to for their Officers and that the power brokers there will insist on it for their Officers in the final budget. I hope the Teamsters are on top of that and we at least match the PBA and get Seniority raises also if the PBA Officers do in fact get them. ----------------------------------------------------------------------------------

TALLAHASSEE — The Florida House is proposing a $1,400 pay raise for state workers.
Rep. Seth McKeel, R-Lakeland and House budget chief, announced Thursday that the House would propose the first across-the-board pay increase for state employees since 2006.
The pay raise — which would take effect on Nov. 1 — would be included in the initial House budget.
Gov. Rick Scott proposed giving employees a $1,200 one-time bonus while also setting aside money for performance bonuses.
Senate leaders have also said they are interested in providing a pay raise to state workers as well.
The House and Senate are working on a new state budget to cover the fiscal year that begins July 1. Legislators have until early May to reach a final deal.

Looks like my fears may end up being correct unless things change. PBA State Officer seniority/compression raise is included in both the House and Senate budgets. And they are saying about a Billion + into reserves but they won't get the 20+ million to give us the same seniority raise as the PBA Officers. In the Senate Budget: For all three PBA bargaining units: FDLE Special Agents, State Law Enforcement Officers, and FHP Chapter the following pay raises will apply. 1) Officers with 5 years or less will get a three percent pay increase to the base salary. 2) Officers with 5 years or more will get a five percent pay increase to the base salary. This raise is on top of the 3% across the board pay increase for all state employees. In the House Budget: For the same three PBA bargaining units: Officers will get an additional 3% increase in addition to the $1,400 across the board raise. State Employee Compensation and Benefits Total: $256.2 million ($160.1 million GR; $96.1 million TF) • State Employee 3% Pay Increase – $155.5 million GR; 87.7 million TF • State Law Enforcement Tiered Pay Increase – $2.0 million GR; 7.7 million TF • Court System Pay Increase – $2.5 million GR; 771K TF That is not enough funds for CO's to get the additional raise also. Have the Teamsters hung us out to dry with their ineptitude ?
